Which animals

The Montenegrin rulebook on non-commercial movement of pets covers these groups:

  • dogs and cats
  • ferrets and other mustelids
  • rodents and rabbits
  • birds (not poultry)
  • reptiles and amphibians
  • ornamental tropical fish
  • invertebrates (not bees and crustaceans)

Detailed entry conditions exist only for dogs and cats. The official certificate also covers ferrets. For other animals, see the last section.

How many animals

Non-commercial movement means you move pets that are not for sale. The owner or an authorised person goes with them.

Allowed

  • Up to 5 pets with the owner or an authorised person
  • Dogs, cats and ferrets with a pet passport and a veterinary certificate

Not allowed

  • More than 5 pets, except for competitions, exhibitions, sport events or training
  • Pets without a passport and a certificate

For more than five pets, bring written proof that you registered for the event. The animals must be older than six months.

Dogs and cats: identification and vaccination

A dog or cat must meet these conditions:

  • It is identified in the prescribed way. The certificate lists a transponder (microchip) or a tattoo, the date of application or reading, the identification number and the date of birth.
  • It has a pet passport.
  • It has a rabies vaccination. The animal is older than 12 weeks on the vaccination day.
  • At least 21 days have passed since the first rabies vaccination.
  • It has had a treatment against Echinococcus multilocularis in the prescribed way, on entry to or exit from Montenegro.

Rabies antibody test (titre test)

The official certificate asks for a titre of 0.5 IU/ml or higher only for animals from, or in transit through, a country that is not in Annex II to Implementing Regulation (EU) 577/2013. For animals from listed countries, the certificate has a separate option with vaccination details only. The certificate does not name the listed countries.

Passport and certificate

Entry is allowed when the pet has a passport and a veterinary certificate for non-commercial movement. The official veterinarian of the country of export issues the certificate.

Other animals and rabies in Montenegro

The rulebook gives entry conditions only for dogs and cats.

The Uprava confirmed H5N1 bird flu in backyard poultry and wild birds in 2026. If you bring a pet bird, ask the Uprava about the current rules first.

Montenegro has been free of rabies under WOAH criteria since 2023. The last case was in 2012. Every owner in Montenegro must vaccinate dogs and cats older than three months against rabies. For other health rules, see health.
